The PPPS Project has reached an exciting point, and the Project Team is excited to invite you to a Briefing on the Scheme Design Proposal which will be facilitated by Grant Thornton. These sessions are an important phase of the Project where feedback will be gathered from stakeholders which is critical to the successful completion of the Project and reporting recommendations to Government for their consideration of next steps.
Should government introduce a mandatory product stewardship scheme, based on this work, regulations could be applied, such as setting a fee to support the end-of-life management of the in-scope products. We strongly encourage you to send an appropriate representative of your company, so your views are heard and incorporated into this important mahi.
What is the Plastic Packaging Product Stewardship (PPPS) Scheme Co-Design Project?
The NZ government has declared plastic packaging as a priority product (Declaration of Priority Products Notice 2020-go4533.). This requires industry to establish a scheme to fund the full net cost of recycling in‑scope plastic packaging, and provides a legislative and regulatory framework for enforcement.
Attending the briefing sessions
The sessions will be split into briefings aimed at producers and separate sessions for those who do not place plastic packaging on the markets but who are key parties across the plastics recovery and value chain.
Producers are defined through the project as: “A brand or importer of products in plastic packaging that are placed on the market in NZ via a retailer or wholesaler or offshore based marketplace (trade) for sale to a consumer or a business.”

Note that we are aiming to hold these meetings where possible in person but will take the decision on number of locations depending on the registered attendance. Numbers at each location will be limited to room capacity.
Pre-Briefing Information
Prior to the meeting, participants will receive:

The draft scheme design report including the Cost Benefit Analysis.

A powerpoint that will be used to facilitate the discussion.

Link to a feedback form to provide input to the discussion.
We would ask that participants read at least the Executive Summary of the report. The discussion powerpoint is not the official summary of the scheme design.
We would also ask that prior to the meeting you make use of the Feedback link that will be circulated. This will allow us to centre the discussion on the themes of greatest interest to attendees. It might also allow us to handle questions of clarification prior to the day, lessening confusion and maximising the time efficiency of the sessions.
If you are not available and would like to nominate a colleague to attend, please do. Steering Group members will also be engaging with the groups they represent to seek input.
Post-briefing
After each briefing session, feedback forms will be provided to collate further comments and reflection.
The recommendations put forward are a culmination of research conducted through the Tranche 1 – 4 process and subsequent research and discussions with the Steering Group, Governance Group and Technical Advisory Groups.
This next part of the process tests these recommendations with stakeholders to then inform the final report to be submitted to the Steering Group. The Steering Group will represent the interests of their stakeholders in agreeing the report content which is then submitted to the Ministry for the Environment.
We look forward to having as many companies represented as possible to provide us the depth and breadth of feedback that will enable an accurate representation of this to be made as we work through the final stages of the Project.
